You can use utilities that can view PE (exe) files - google "pe viewer". If x64 program is run on x32 Windows, then it will not start.
I can also say that for many application programs there is no point in a separate 64-bit version, 32-bit ones work without problems under 64-bit Windows, and high performance is usually not needed for most of these programs.
