Why is the GPO policy not applied?

Greetings. There is a domain, the Default Domain Policy is at the root. All changes in this policy are normally reflected on clients. An OU is also created in the domain and group policy is assigned to it. And so the changes to this policy don't apply to PCs in this OU.
Windows Server 2012R2

gpresult says that the Default Domain Policy is applied which is at the root of the domain.
