How to create a C# project in Visual Studio?

I can't create a C# project in Visual Studio, only C++ projects can be created

All extensions for C# development in VS are downloaded, but for some reason they are not displayed when choosing a project

У меня была подобная ситуация, после того, как я накатил поверх VS 2019 - VS 2008. Перепробовал много всего, но пришлось в конечном итоге переустанавливать ОС (точки восстановления не было).
