In connection with the development of the concept of One ASP.NET in Visual Studio 2013, only one template was left - ASP.NET Web Application (for .NET Framework 4.5 and higher).
It is located in the Templates -> Visual C# -> ASP.NET Web Application group :
And then in the New ASP.NET Project window, you can already select a specific template (Empty, Web Forms, MVC, Web Api, Single Page Application and Facebook).
The old templates have been moved to the Templates -> Visual C# -> ASP.NET Web Application -> Visual Studio 2012 subgroup . That's where the ASP.NET MVC 4 Web Application is now.
