How to copy directory as xml file?

I want to save the contents of the FTP dump before formatting it, but in such a way that not only the names of the directories, but also the names of all files remain (xcopy and robocopy are not suitable). How can this be done on Windows?

Maybe it can be saved as an XML file, or maybe there are some other options.
