How to connect an M.2 PCI-E drive via USB?

Given: M.2 SSD, similar to the picture. It's PCI-E, not SATA.

How to use it as an external device?
I googled several cases for M.2 (including Ali), but they only work with SATA.

No way! Because it's PCI-E, and it's also "mobile" (notebook).
You can, of course, bring out the "riser" (extension cable) - but this is a completely different ... "level".
Adapters for regular PCI-E - full. For USB, the problem with the controller will be more likely. Although ... if you think about it, for USB 3 ...
