How to combine a flash drive divided into two sections?

Here's a photo from "disk management".

"Windows 7" sees only 31 MB. In the picture it is DAULET(F). And section 7.60 does not see. From "Windows 8" the flash drive can only be seen through "disk management". How to merge partitions and make a flash drive normal?

Through this program it seems to be possible. if it doesn’t work out, then there is partition magic, and from the free ones you can try gparted (available in almost every linux distribution by default from live mode) they will definitely succeed.
