How to choose powerbank for Lenovo Yoga L 380 laptop?

I bought a Lenovo Yoga L 380 laptop. I want to buy a suitable power bank, the maximum power is written on the power supply 65W at 20V at 3.25 Amperes, the battery itself is 4500. However, there is a power bank for 20000 at 5V and 2.4 amperes, it is written that the maximum power output 3 amps. Is it possible to use this power bank to charge a laptop when the laptop is turned off, will the bank burn out, or is it worth buying a bank with a high voltage?

Can this power bank be used to charge a laptop?

No. Without converting the output voltage to 20V - no, but this also does not make practical sense because
5V and 2.4A = 12W. If we convert the output to 20V with an ideal efficiency of 80%, we get 9.6 W at the output, which is equal to 0.48A. Too little current.
