How to choose a helpdesk for a provider?

It is necessary to choose a simple helpdesk system for a provider in a small town.
There are 5 people in the team.

Criteria:
Free of charge (this is the main thing)
Openness. (desirable)
Ability to install on Linux
Web based
Sending notifications by e-mail.
Sending SMS notifications (Preferred)
Mobile client (Preferred)
The scheme is as follows - a person contacts the support service by phone - an application is formed in the system, time is given for execution (2-3 working days) - an email \ SMS is sent to all performers. If the application is accepted by any of the performers, it is not available to the rest.
Tried OTRS - not suitable - too much extra.

Everything superfluous in OTRS can be turned off. Request Tracker doesn't work either?

I would recommend manageengine servicedesk plus. Finding licenses on torrents is not a problem, I can also share my setup experience.
