Free alternative to Kayako?

There is such a helpdesk-system Kayako. Very comfortable and well made. I'm looking for exactly the same, but with mother-of-pearl buttons for free. Does anyone know?
In general, the task is not very standard: I plan to use it to organize the processing of applications in a travel agency. There is a general mail where applications for tours fall. You can distribute them among managers, or even make general mail a mailing list (as is done now), but then control is lost. It is not clear who processed what, who responded to what. Climbing through the boxes of each manager is not convenient.

To solve the problems that you described, I think HESK is suitable . There is a free version, it differs from the paid one only by the inscription at the bottom of the control panel (that is, not critical). The network has localizations so that everything is in Russian.

You are better off with a CRM for these purposes, such as AmoCRM or Bitrix24.
