How to block users ie 8 and 9?

Need to block users who log in using IE 8 and 9. And show them a window "You are using an outdated version of the browser. Please update your browser or use a different browser"?

Looking for what there was such a need. If you're using some feature that was introduced in IE 10 and didn't exist in previous IEs, you can check for the existence of that feature and redirect the user to a page with a stub if it doesn't exist.
