How to block message retraction in Outlook?

Good afternoon.
There is a problem, it is necessary to block a response of messages on one mailbox. What if the letter came to withdraw it was not possible.
I did not find such functionality in the Outlook client.
It is possible to do it at the level of transport rules, but I haven’t figured out how yet, any ideas?

In theory, there is a "pre-trial hold" mode, perhaps it can help.
But I haven't personally tried it.

Create a folder in your mailbox (or some special mailbox) outside the Inbox folder, then set up a transport rule on the server that will copy all incoming messages from the problematic mailbox to the created folder
