How to set up a domain and mailer?

Write in a simple way how to set up a mailer and a domain.
There is a domain registered on imena.ua
There is a mail server in the local network with an external IP address.
Write briefly what steps you need to take to make it all work together.
I do NOT need detailed instructions. You just need basic steps.
For example:
1. Register an entry.
2. Register on the local dns server this and that.

Step 1: find an artist.
Step 2: sign an agreement with him to set up a domain and mail.
Step 3: accept the work and pay the contractor, if necessary, sign the certificate of completion.
