Exchange mail forwarding with subject change?

Good day dear gurus!

Question. The task is set, to configure forwarding of incoming mail in exchange. But the requirement is that the subject of the letter be changed or supplemented when forwarding. For example:
Received a letter with the subject: " Invoice issued" Forwarding
a letter with an addition with the subject: "Accounting: Invoice issued"

Exchange can work with shortcodes? And is there any possibility at all to change the subject on automatic forwarding (i.e. via rules)?

Typically, this is done using mail flow rules on the exchange transport server.
be guided by mail flow rules
I will note that in different versions of exchange it can be configured and work differently, my relationship with MS Exchange ended on the 2010 version.
