How to block app actions on Android?

Hello.
On my smartphone, some system applications send some data to the Internet from time to time.
I need to be able to allow / deny applications ( including system ones ): access the Internet, view contacts, receive information about GPS coordinates, and so on.
My system: Android 5.1.1., Root, Xposed .
PS Ready to use both paid and free applications. Ready to use applications from Google Play and w3bsit3-dns.com. Ready to use Xposed modules.
PPS I have MIUI 8.2 on which you can issue permissions for third-party applications. And for the system in any way.
