There is no unlimited tariff, tariff prices are simply killing, and in general, the topic of the Internet is very painful for us. I would like to become a local provider of unlimited internet. There is an LLC company, well, the budget is not bad. Previously, he applied to various enterprises for the lease of a communication channel. Since there is no fiber optic network in my city, I wanted to rent a VSAT communication channel, but I could not find a suitable provider. I calculated something like this, I divide the speed of at least 1 Gbps by 10 Mbps (that is, the subscriber speed is 10 Mbps) 100 subscribers. Для начала откажитесь от амбиций по скорости интернет-канала, реализуйте безлимитный тариф, низкую стоимость, и иные конкурентные преимущества, тогда хватит и VSAT (спутников).

1) а как на счёт лицензий?
2) А СОРМ?
3) плюс, я бы рекомендовал не вбухивать 100500 денег в VSAT, а всё же проложить эти самые "несколько километров" оптики от ближайшей точки до вашего узла. Желательно даже с запасным каналом.
И, сдаётся мне, это обойдётся во много много раз дешевле, чем
70 миллионов за (всё равно невозможный) гигабит через вот это вот :)

Ростелеком мог не потянуть оптику в Ваш город например, потому что стоимость прокладки оптики (а она оччччччень немаленькая) не покроется доходом от потенциальной абонентской базы. Если Вам просто денег некуда девать - ну берите, тяните. Оборудование - АртемЪ сказал точно - стоить будет копейки по сравнению с итоговой стоимостью прокладки оптики.
Ну и не забудьте, что:
- провайдер должен получить лицензию на предоставление своих услуг
- провайдер должен получить согласование в органах и поставить оборудование для СОРМ. Внезапно? Да, у нас весь трафик сливается куда надо...
