I have a question - how to save a banner (picrelated) without quality loss? So that there are no ripples. Especially in small print.

The conditions of the problem are incomplete without a description of the actions after which this picture appeared.
But I suspect that it's a matter of decreasing with bicubic interpolation. Replace Bicubic with Bilinear.
