What should be bigger: an icon or a number?

Are there any standard design guidelines for when an icon is adjacent to a number in terms of size, namely which element should be larger? Vkontakte "likes" are fewer numbers, on YouTube "likes" are much more numbers.

VKontakte likes of the same size + the inscription "I like it".
The priority is "what", and only then "how much", so the icons should go on the left and a little larger or the same size. But that's just my opinion.
