How to animate gears in illustrator or photoshop?

There are two gears that rotate relative to each other. Drawn in vector in illustrator.
And it is necessary to animate them, as, for example, in the apple settings icon:

Create a video timeline. You make the first reference frame on which the necessary gears will be displayed (it is important to make each element a separate smart object), make the second reference frame on which you apply a transformation to them (turn, for example, half a turn - you don’t need to do the whole turn so as not to get confused) , between reference frames you do linear interpolation. Repeat until you complete a full revolution of the main gear and the desired fraction of the remaining gears.
Then, through render video, you output a sequence of images and rejoice :)
For example, a gif built only from the first and last frame.
