How to access the section?

Hard disks

Hdd 250gb, 2 partitions - c and d, The system was Win 10, gave an error and did not boot, tried to restore through the built-in utilities and a disk with Win10 bootloader, unsuccessfully, tried manuals to restore the bootloader through diskpart (I did manipulations only with hidden partitions, partition C : did not touch), also 0 result. Decided to install the system on partition D:. Installed, that's just the section C: changed to E: and when opening the section, display an error: No access to E: \. Access denied. Disk Management shows: 150.08 GB Good (Main Partition).
What to do? Is it possible to manage only by restoring the file table? Or is it related to access, etc.?
