I want to make my own application for listening to online radio stations. Subsequently posting on the play market for example. What to read so as not to step on the copyright holders, because links to many radio stations can be taken from the "stream" of data in the browser. Can I just host an app with the option to add radio stations but with an empty list?

Yes.
The same VLC fully possesses such a function, and torrent clients are not prohibited.
