How much does the refresh rate of the monitor depend on the video card?

How much does the refresh rate of the monitor depend on the video card? Or is it a characteristic of the monitor itself?
I have an INTEL (R) HD Graphics Family video card on my laptop; memory 1696 mV, video memory 64 MV screen mode 1920 * 1080 (60 Hz) . I want to connect a monitor with a refresh rate of 75Hz to my laptop. Hence my question: does it make sense to connect a monitor with a declared frequency of 75 Hz to such a video card? Will it really be possible to get 75 Hz on the screen or will this video card not allow this?

The refresh rate of the screen depends on the monitor, video card, etc.
If the monitor does not support more than 60 Hz, it will not work with any video and drivers, if there is no protection on the monitor from such a user, it can simply fail.

the human eye does not perceive more than 25 frames, they roughly say - everything else is for the smoothness of the picture in games.

From 60 to 75 there is not much difference, but 120 will be noticeable for perception. My eyes flicker at 60, but this is a biological feature of everyone, I just had to compare 60 and 120.

depends on both the monitor and the video card, you have the vidyuhi family specified without specifying a specific chipset, so xs what it will pull there
