How legal are content aggregator sites?

What is the right way, from a legal point of view, to make an aggregator website?
For example, a service review aggregator or a news aggregator? Is it enough in the material to give a link to where the content is taken from or is there a certain number of characters allowed for copying, and the full text is only on the author's resource?

News portal Lenta.ru sometimes links to other news portals. They do not even indicate the address of the article, but simply the official website (Interfax, for example).
