How is the policy of copying materials on stocks “resolved”?

How is the security policy and protection of the rights of users who publish photos or other materials on stocks organized?
For example, this situation: user A published a collection of photos on one of the photobanks, another user B bought the same photos and published them under his own name on several other stock photobanks. Is this behavior legal? Is it possible to somehow restore justice and in general how is it all organized? Is there a security and privacy policy in place?
If user B, who bought a set of photos and began to distribute them from himself already and earn money on it, what sanctions can be applied to him? Is it really possible to punish him at all? To find? Fine? And other punishments? Or are these moments impossible to track?
