How is the state of an ipv6 network determined?

LAN configured with ipv6 over 6in4
Win 10 21H1 detects ipv6 connection as no network access
While ipv6 ping works fine and https://test-ipv6.com/ shows ipv6 connection
But all applications prefer to use ipv4.
If you restart the computer, then win determines the state of ipv6 as Internet (and applications prefer ipv6). A reboot is required after any power-up with a long idle time (let's say overnight).
On a laptop with the same version of the system, connected via wifi, there is no such problem.
Is there a command to manually recheck network status?
Or a way to postpone the check (perhaps the Ipv6 connection does not have time to fully establish at the time of the check)

A complete reset of the network settings did not help only reinstalling the system
