How to enable SRP on XP Home?

I found many articles on the topic, group policies appear in the system and are normally edited, but not applied.
What can be done?
More specifically, I use the pcwGPInst script

Do not apply - run an exe copied, say, from the Windows folder to the desktop and it passes?
Is Enforcement (All Software files) enabled in Security Settings -> Software Restriction Policies? Then inside the Software Restriction Policies there should be a Security Levels branch, the Disallowed parameter should be Set As Default. Should work…
