Why are hotkeys not always pressed?

Hello.
I am using pyautogui.hotkey for pressing hotkeys. But I noticed that they don't always work.
Does anyone know what could be the reason why the hotkeys do not always work? Or please advise some other tool for pressing hotkeys, where everything works fine.

maybe this is a stupid question, but do you press them at the same time, or do you first hold down one key, and then another?
