How is the effectiveness of an Agile project measured?

Hello. A question for project managers and those who have ever worked in project
management: what approaches or indicators are used to measure the effectiveness of projects in agile
development methodologies (Agile, Scrum, Kanban)?
The Internet offers various systems for assessing the complexity of projects ("poker planning", "shirts" and so on, but I doubt that this is relevant).

The project has a beginning, an end and some kind of goal. Efficiency here can only be the achievement of this very goal in full or in part.
From the point of view of the owners, any efficiency is expressed only financially. How much money was spent on this project / how much money this project brings. Even if the project does not directly bring money, for example, automation of production, accordingly, some manual operation is excluded, it took so much time of people who received so much money, while so much time of programmers was spent on this task who got so much money. Accordingly, you can determine the payback period (this is efficiency) and also, for the time freed from automation, you can attract new customers to existing managers, or reduce the department of these same managers if no expansion is expected.
As for the complexity assessment, it is not the complexity of the projects that is evaluated, but the complexity of the tasks, for example, in order to plan the sprint efficiently. As you understand, there can be one difficult task for 8 hours, or this task, conditionally, can be divided into 4 simple ones for 2 hours each. And these estimates do not affect the complexity of the entire project as a whole (the same actions will be performed)
