How to globally set up flow for all jira projects?

Good afternoon!
I would like to set up global processes in jira so that when creating a new project, all these processes automatically roll over to it.

1. How to globally create a process with a specific list of columns (statuses) and globally apply it to all new projects?
   
2. How to create custom integer fields globally for all tasks of any project?
   
3. How to globally set automation for all new projects? If the task has been moved, do we change the custom field created in the step above?
   
4. How to globally create user groups with a specific list of rights? For example, how can one group restrict the transfer of tasks only to certain columns? Also, how can some groups be banned from editing custom fields in an issue?
