How to deal with a ticket if the client depends on the server, and the server depends on the client?

Case: there is a client ticket A, which depends on the server ticket B, in turn B depends on A. There is a local system and a customer. When a server ticket has been tested on the local system, it goes to the remote system, where it must be tested in the same way. How will the transition of tickets in statuses take place until complete completion?

If the tickets are co-dependent, then they are split up until there are no cyclic dependencies.
About "transitions" and that's it - not tickets pass between systems. And features \ epics \ versions, which include many tickets.
