Why do I need to check the TSL 1.2 checkbox in Internet Explorer for Skype to work correctly? And if it is not there, then update this browser?

Most applications from MS use settings that can be set through the properties of IExplorer.
Including proxy server, SSL/TLS.
You should always remember that Internet Explorer in Windows is not just a browser, its integration with the OS is much more.
