Is Skype on TV real?

There is a desire to equip granny with video communication.
As an elderly person, she is terribly afraid of everything electronic and fancy (with an abundance of buttons on the one hand and minimalism in the form of multifunctional buttons that perform different functions depending on the method and combinations of pressing them, on the other hand).
That is, a nettop and a mouse do not fit in any way.
I do not like the official branded solutions in the form of a Blue-Ray player with attachments in the form of a camera and a microphone (a BR player is not needed), a separate TV for this is also still higher than the planned budget.
Are there any set-top boxes for conventional analog TV that allow video calling via Skype? That is, I just want a box that connects to TV and the Internet.

1. We connect the nettop to the TV
2. Autoload teamviewer (with a static password and id)
3. We call our grandmother, we say to press the nettop power button and switch the signal source (press one button on the remote control a couple of times)
4. Call yourself and manage her computer via teamviewer

I have an Iconbit Toucan W on android, skype works great, there are problems with some webcams, you need to read forum.iconbit.ru But this may not be a very budget solution. I don’t know about my grandmother, but my mother figured it out without any problems (only the remote control doesn’t always get where it needs to go the first time) and all sorts of goodies, like watching the weather, etc.
