How does UpWork show your offer to the client?

I have been working for UpWork for a long time, there are regular customers. But then there was a break in work, all my clients went on vacation and I had free time to look for new orders. Started sending offers to new customers, but no response. I sent several offers every day. I work in the field of development for Wordpress, Shopify and other CMS built on Php & MySQL.
I decided to check what was the matter, since I have friends from different countries (one from Russia, the other from America). I asked them for a test job on UpWork, then I submitted my proposal to them. So here's the thing, my proposal to the client from Russia seemed to be recommended in the first place, and the proposal was displayed to the client from America in the last place.
In general, if you are from Russia, your proposal will not be shown to an American client in the first place. Accordingly, no matter how hard you try to write a proposal and no matter what rating you have on UpWork, you will not see such contracts.
In general, recently it has become very difficult to find a job on UpWork, either in general slag for a penny, or an advanced level that the brain explodes.

There is always an element of luck here. So respond to promising projects, even if now it looks like slag. And yes, you can send out offers and, without receiving a response, take up other projects - and then rake up a bunch of answers without knowing what to do with them now.
For example, I like to work on urgent orders, although I know many of them immediately close when they see that "it is necessary for tomorrow"

I have a relatively large number of responses on non-promoted exchanges, and in fact none on the giants.
Created a job specially for a freelancer. He described in detail the TK that is needed, at the end he wrote "so that I consider your proposal, write the word" abracadabra "the first word in your bidet."
Whatever you think, among two or three dozen bids, only two wrote a word. And the first fifteen bids appeared within half a minute after the creation of my task.
