What to do if the contract has been frozen for the third time due to the fault of the customer?

This is the third time I've received a notice Your contract is on hold .
A month has passed since the beginning of the contract. Hourly contract (20 hours per week). The first week everything was ok. I did hosting, set up everything you need, created a project, a local environment, wrote stubs for the server part and UI, etc. However, things didn't go so well after that. The customer provided all the necessary specific information only a week ago. He fed breakfast (say, he was sick with covid, etc.).
But it does not make sense, because the contract is frozen (for the third time). Upwork writes that there are problems with the customer's credit card. State client. This is his first upwork project. Seemed like a normal guy. I know that he is not a disguised Indian, because he "pierced" his personality, and they also communicated in person on Skype.
On the other hand, even after my message that the contract is frozen, they do nothing. Time runs. It would seem - well, to hell with it. But it turns out that if I take on a new, relatively large project, and this friend suddenly becomes active in a week, I will find myself in a state of time trouble, which is not good.

In general, share if there was a similar experience. How did they decide? Can I initiate the completion of the project with the transfer of the results of the current stage to the customer?

I think he should immediately lay it out as it is:
"According to Upwork rules, I cannot work on contracts on hold. Please activate this contract so that I can continue. If the contract is not activated in the next 2 days, then I will have to switch to another project and suspend all current work until free time appears."
I would not recommend specifically closing the project, because. more likely to get a dissatisfied review. It's much better for you if it just silently merges and the project stays open. There is nothing wrong with such contracts.

Well, a 20-hour contract makes it easy to take another one. I would not take a steam bath and take if there is something to take. Why wait for the weather by the sea, it can disappear for half a year.

take a new order, lay out the situation to the customer that this is his fault, the contract is frozen, you need to eat something further and that he will have second priority so that he is not surprised later.

Score, it doesn’t affect anything, when JCS is under 100, close it yourself if the hanging is an eyesore to you, but JCS will fall.
