How does program detection work in Windows 8.1?

Apparently, last time I asked wrong or wrong, therefore, I divide the question into two parts.
Part 1 . How does Windows OS (in particular, Windows 8.1) determine that this or that program is exactly that program? By signature? Name and size? Somehow else?
