You have the wrong video card drivers, so Windows cannot determine the correct resolution and does not offer a choice.
In a standard VGA controller, in fact, there are only 800x600 and 640x480, which ALL video cards must support (so that you can at least start installing something).
Go to the official website of the laptop manufacturer, find your model there, download the drivers that come with it. The resolution itself will change to adequate when all the necessary drivers are installed.
In addition to the video card drivers, there is a chance that you did not install any drivers at all from the laptop. In this case, install the chipset drivers first, then video, network, audio.
