So the site itself is a guide: www.ibm.com/design/language + links to various tools here www.ibm.com/design/language/resources.shtml , otherwise it's more like a philosophy, examples and principles. In general, as an online book, and not like a bootstrap for example.

Congratulations, you are not a UI designer. A UI/UX designer wouldn't have a similar question.
