It seems that we know different Paypels.
In general, the functionality directly depends on the country of registration of the user. For example, in Ukraine you cannot accept payments, but you can send them (just from the linked card). For example, you can accept payments where it is possible to make a link with a bank account. If there is no such button, then the account works only for payment.
An alternative to Paypel can be https://www.payoneer.com/ . Of course, there are some troubles there (and where are they not?), but where Paypel does not work, then this is a good alternative.
