How to replenish an account in an online service from a mobile application without paying a market commission?

Good day to all. Interested in the following question.
There is an online service with a billing system. Each user has an internal account. Depending on the availability of a certain amount on it, the user has access to various functionalities. For the service, it is planned to develop a mobile application that will receive messages from the service and display them in the form of a table, i.e. The app itself is free and doesn't actually sell anything in it.
Is it possible in any way to organize an account replenishment in the service through a mobile application without paying a market commission (appstore, google play)?

Not the fact that google / apple will not ban such an application. Google, for example, in https://play.google.com/about/developer-content-po... has:

Developers who sell additional content, services, or features through other applications downloaded from Google Play are also required to use the Google Play content selling system. The exceptions are:
the purchase of physical goods or services (for example, movie tickets or books, if the price includes the cost of a paper copy);
purchasing digital content or goods that can be used outside of the application (for example, tracks that can be played in other players).

And if your application does not fall under the exception, then sooner or later google will ban it.
Apple has a similar rule.
And so, you can use paypal, for example. They have sdk for iOS and Android, but I don't recommend using it because there are too many limitations and bugs. Therefore, if you do paypal, then do it through WebView using express checkout
