How can I see the CPU load?

That windows 7, that windows 10 do not give the opportunity to see the processor load. The controller is always 100%. It seems to be bios related.

Vsmysle do not give? ctrl+shift+escapeshould open the task manager, which shows the load on each core. Screenshot of the controller here. As well as laptop model

Sysinternals Suite - a set of small programs from Mark Rusinovich, showing all the insides of Windows. The microsophots had to buy the author :)
Procces Explorer in it - shows everything that is possible about the running processes.
