RDP not working after server reboot. How to fix?

The server is running windows server 2012 with the latest updates. Clients with windows 10/7 with the latest updates. For example, it was necessary to restart the server, after that only 5 people out of 13 were able to get to the server via rdp, the rest had to restart their computer. Sometimes it works the other way around, a person turns on the computer, immediately beats via rdp to the server and cannot connect until the client PC is restarted.
Also at this point there is no access to network folders on the server.
I don't know what to watch? Ping goes to the server,

There is not enough information, but most likely this is the crooked work of the DNS. Check your DNS settings. If you do not know how, then at least ping by name, not by address. Also ping the domain controller by name.
