How to make a program open on an additional screen in Win 7?

It is necessary to configure the launch of the program on an additional screen. Dragging and closing on the desired screen does not help. Win + Shift + right and left arrows - not a solution. If you believe the answer , then there is no standard solution, can anyone advise a simple Russian program?
