Hard links and moving folders

Good evening everyone!
The task is this: to transfer a certain folder, in which enough files have already accumulated, to another address within the same partition on the disk. Once upon a time I heard that in this case you can use "NTFS links" - in this case, those programs that previously worked with a folder in the old location and have certain files there will not even notice the transition, just their request, for example, to C:\old\%file% (old folder) will be automatically redirected to the new location C:\new\%file%. Is this true and how can it be done. I've already googled "hard links", but I still don't fully understand how and with what software (mklink on the command line? Or something more advanced) to implement this (if you need to create not a link to a single file, but a link to an entire directory ) and what should be the command syntax.

Personally, I use the Link Shell Extension
Transfer files
Right-click on the folder where you transferred
Click on "Remember link source"
Go to the folder you transferred from Right-click
and "Place as ..."
Something like this. =)
