Hanging license for Windows Server 2012 R2 - what to do?

At the end of 2014, there was a tender for a server with software. The auction did not take place (against the background of the fall of the ruble, no one made a bid). The customer requested to conclude a contract, because. my bid for the auction was submitted first. I agreed (one might say with zero profit). And in an accelerated mode, I purchased both hardware and software (Windows Server 2012 R2).
But the contract was not approved by the supervisory authority. As a result, at the beginning of 2015, I was left with hardware and software. Of course, the hardware was sold, but the software ...
The corporate license was issued to the customer (for which he did not pay). Now I can’t use this license myself (I don’t need it), and I can’t implement it either.
The customer refuses to talk about the transfer of rights (like we didn’t have any business with you), the Microsoft trading partner also doesn’t offer anything intelligible, Microsoft Rus says (by phone): the payment was made, the license was issued - we don’t know anything.
Question: how and from whom to return money for an unused right to use Microsoft software?

And on what basis do you want to return the money? Look at the contract with MS, what about the return?
Most likely nothing.
