GTD/PM for a small company

We are looking for a solution with the help of which 7-10 people will be able to:

1. Normally conduct their business, in the form of lists or task trees.
2. Lead common projects with deadlines and milestones.
3. Be able to attach files to tasks. Version control is optional, although it doesn't hurt.
4. Receive email notifications with all changes and summary for the day.
5. The ability to fully work through the web interface.
6. The solution must be either free or so great that you want to pay money for it.
7. SaaS is no good, must live in the office.

Advise, please, who that knows.
