Geographic database?

A base of geographic features of Europe and Asia is needed in the form of the most detailed administrative hierarchy up to the level of a city-village. Those. so that you can get a complete address for a separate city (Russian Federation, Enskaya region, Emsky district, Eysk) With names in most common languages and with geographical coordinates (borders of countries, cities, city centers as points) for further use with PostGIS.
I looked closely at OpenStreetMap, it seems to be possible to get what is described, but it will take a lot of effort to isolate the desired relationships and their relationships.
Are there ready-made data that fit the description (not necessarily even based on OpenStreetMap, possibly paid - I will consider all options)?

And the KLADR hierarchy can be pulled out and, according to the reference directory of indices of Russian postal services, weed out outdated information
