FTP ubuntu vsftpd not allowing download?

I installed vsftpd on the VPS, made the settings, added the user. I can go through FTP to the directory, I can upload, rename - I can, I can’t download files, why?
here is the config:

I created a user, put the path I needed as the home directory, added it to the sudo group and to the group that owned the directory to which I gave access. chmod aw and this directory
That's all I did. Downloading does not work
At the same time in the logs it says donwload OK and speed 0.003
When you try to download through filezilla, it "swings" with 0 speed and hangs until the connection time runs out.
