How to support a project hosted via FTP?

I was given a project, and specifically a business card site that is spinning on the hosting, for making edits and further support. A previous developer used GULP to compile SASS. I'm a little (strongly) lost, how to approach it? Using FTP access I can't recompile SASS. The directories contain folders with CSS styles, SASS styles, gulp.js and package.js files. npm init with further installation of gulp does not solve my problem. Edit scss on your computer, gallop or whatever else you compile to css in another folder.
Install the winscp ftp client, enable the function of tracking changes in the css folder and synchronizing with the css folder on the server.
