How to set up a connection to an internal FTP from an external one?

There is an IIS server.
It has FTP deployed on port 300. At the internal address (for example): 192.168.1.10:300 I can easily connect from the local network.
I made forwarding on a CISCO router:

ip nat inside source static tcp 192.168.1.10 300 99.99.99.99 300 extendable

The server sees, but I can not connect to it.
From an external computer through the explorer, he writes: make sure that there are rights to view the folder, and then he swears at the Passive mode. (code 200 and 227)
From an external computer through TotalComander writes that the PORT command has not been completed.
For some reason, it writes from the phone that it cannot reach port 65469 (it gives out different ones)

On IIS, in the FTP Firewall settings, port 65000-65000 was opened in the range for passive connection. External IP Address did not specify.
Port 65000 is also forwarded on the router.

What's wrong with the settings and where to dig?
