We agreed in Telegram with the contractor to make a website for 300 thousand rubles (the term was for 10 weeks, every week for 15 thousand, and as soon as he finishes the project, throw off 150 thousand). At first he did everything well. The website design is completely done. Transferred money to his card; there is a name. But in the 9th week, I can say if I can’t do it, I got sick, etc. What to do? Can I return the money? I am from Russia and he is from Ukraine. If a freelancer only did part of a project for part of the pay, is that considered a scam?

I was not interested in the fact that someone allegedly scammed someone for money - this is nothing, a common thing in our vast homeland, but that, firstly, there was a customer who gave as much as 300 thousand rubles. for the production of 1 (one!) site and that, secondly, there was a "freelancer" who did nothing for such money and for such a period (almost 2.5 months !!). What kind of site is this and what kind of freelancer is this???
The fact is that I myself have been engaged in website building for many years and I know for sure that there are a lot of freelancers who will make a full-fledged website in a maximum of a month and will take 10 times less money, or even less! (a full-fledged site is a multi-user site with a forum, blogs or an online store with a lot of product categories, etc., etc. with a modern design and functionality).
Therefore, I have questions for the respected topikstarter:
1. On what engine was your site washed down by a would-be freelancer? Drupal? Jumla? Opencart? or...
2. Did a freelancer start building a website on his own, from scratch? Then what framework did he use? Symphony? Zend? or maybe wrote a site in some more exotic (for me) language like Python?
3. At what stage of site readiness did the freelancer abandon the project? Can you link to your site?

And there are all sorts of rogues, there are enthusiasts who hire Vasya to work for beer and roach.
On the question - if something happened, it means it really happened, they don’t just leave halfway. No need to drive, maybe some kind of COVID, there are all sorts of misfortunes, and they don’t refuse money (work) just like that.
